TYRE TAX FUNDS FREE DISPOSAL

From March 1 2024 , all new tyres entering NZ are going to be slapped with a fee to help ensure the proper disposal of tyres at the end of their lifecycle . The scheme is called Waste Minimisation ( Tyres ) Regulations 2023 and forms part of the Ministry for the Environment ’ s Waste Minimisation Act 2008 with the key takeaway being that we will see all tyres imported into NZ incurring a “ stewardship fee ”. The regulations and fee support an accredited priority product stewardship scheme for tyres known as Tyrewise . The aim is to provide a free ,

convenient and accessible take-back service for end-of-life tyres across the country while also improving the rate of re-use , recycling and repurposing of end-of-life tyres . Ultimately , the hope is the introduction of Tyrewise will reduce the number of tyres entering landfill and illegal dumping through a free tyre take-back service The fee itself isn ’ t expected to greatly impact consumers at the point of sale , with each tyre for motorcycles subject to a $ 3.33 fee . As of March 1 2024 all tyres imported into NZ whether loose or fitted to a vehicle will incur this fee . Distributors will be required to show the quantity and applicable fees transparently on each invoice that includes sale of tyres , so there shouldn ’ t be any shenannigans . For tyre customers in NZ , dealers selling tyres from March 1 are also required show the fee as a separate line on each sale document . Currently , the costs of end-of-life tyres largely fall on communities , local government , and the environment . Once the second phase of the scheme comes into effect in September 2024 , members of the public will be able to take their end-of-life tyres to registered collection sites ( eg , a mechanic , tyre retailer or community collection site ) to be managed at no cost to them through the scheme . However , only tyres that have had a fee paid by liable parties will be accepted by the scheme , so this could be a point of contention . It ’ ll be interesting to see how this will be proved and managed . The tyre stewardship fee may be passed onto consumers , replacing the existing ad-hoc tyre collection fees often charged by tyre retailers to their customers for the collection and disposal of end-of-life tyres . Because they were not regulated , these ad-hoc fees did not guarantee the safe disposal of endof-life tyres . In contrast , the tyre stewardship fee allows a transparent chain of custody for all disposed and transformed tyres .
